Synopsis: Georg Dreyman is East Germany's greatest playwright, in addition to being considered by many to be the perfect model of citizen for the country, as he does not challenge the government or its political regime. Despite this, Minister Bruno Hempf follows his steps to find out if Dreyman has something to hide. Hempf passes this task on to Anton Grubitz, who at first sees nothing wrong with Dreyman but is warned by his subordinate Gerd Wiesler that he should be watched. Grubitz passes the task on to Wiesler, who sets up a structure in which Dreyman and his girlfriend, actress Christa-Maria Sieland, are watched 24 hours a day. Meanwhile, Minister Hempf takes an interest in Christa-Maria, starting to blackmail her in exchange for sexual favors.
